Apparently people have been caught torrenting stuff, but I've heard from other friends that they've torrented a ton of stuff without even having been caught and without a proxy/vpn/whatever else.... Sort of scared to torrent with a college ISP...

Well, at my uni I've tried torrenting a few times but it never works, they block it all, I have not tried to get around it since I don't really care, but I'm sure some of the eng people have some up with something. That being said DDLs work just fine.
Ask some of the eng/it people at school they should know the current situation

Try asking around your college for any torrenting stories. Also, I'm sure what you're torrenting has some impact on getting caught. You could probably get away with an unlicensed anime, but less likely with American shows/music. Don't blame me if you get caught though

I think it depends on the university. In the one I was at, the internet was ridiculously good, and everyone went on campus specifically to torrent, and they didn't care much. Speeds could reach 9MB/s down, and similar up on torrents. At most, torrents were disabled on res, but not in the actual classrooms.
Other uni's however have disabled torrents and apparently cut off your internet on res if they find you torrenting?

Yeah, I'm pretty paranoid because I heard that some kid was slapped with a $10,000 fine from a specific movie whose name I forget a number of years ago...I'll just play it safe :C

xdcc/ddl is probably best way for you then, some sub groups offer ddl on their websites.
XDCC is basically just getting an IRC client like mIRC, and going to the sub group's channel and downloading the show from one of their bots.

Depends on the college, there isn't a guy sitting behind a computer watching your every move, they usually just have some sites flagged and if you visit them you get flagged. Again every uni is different, just ask around.

Steins;Gate hands down the best anime in 2011.
The storyline is mind blowing, carefully constructed, artfully crafted and dramatically presented. Puzzles and pieces fall into a circle of fate, chances, probabilities, and random encounters. The thrilling excitement can top/equal to death note at its prime.
Not only that, it's nice to have a main character with such overwhelming personality and unique character (or extremely weird.) I also enjoy all the little romance that's flowing in the air, there's a beautiful side to all of this.
