I feel like it might be a completely new character, but given how he's appeared he might not be. If he's a new character, he might be beyond the arc itself. Ala Kuma from the Thriller Bark arc. It also feels like he must be a brand new character, since he asks "how many years has it been?" to Law, indicating more backstory than we would have connection to. I'm thinking it's a big pirate, we could be looking at a character simply linked to a Yonkou ala the lion-guy from the last arc. I don't know, there are a few options. My bet is that it's a brand new character though. | ||

But I still doubt it's Vegapunk. It's more of an underling from a yonkou whose job it is to put Law down whenever he plans something against that yonkou or something. | ||

But yeah, unless he had gained some way to fight him, it would make no sense, even though the legs sort of look like his. I think that it's most likely a brand new character, as I don't think we've met anyone who had the power to make people do that. It seems like a devil fruit power. | ||
