i dont think he was present, he was on a new island on the evening of when Sabo got kersploded so he probably stuck around long enough to save as many people from the fire as he thought he could and would have wanted to get to reasonable distance before the tenryuubuto arrived since they probably had at least one Admiral escorting them and he wouldnt want to start a fight with the marines with all the refugees on his ship

Errr what? Luffy hates Blackbeard because of Ace. Luffy is in a tiff with Big Mam because of Fishmen Island. Luffy loves Shanks obviously. Luffy will eventually fight Kaido because of how evil he is, but has no direct relationship.
If Law knows anything about Luffy's past he would not suggest Shanks. He probably knows Luffy hates Blackbeard given his involvement in the Marineford war. I doubt Law knows about Luffy declaring war on Big Mam. Still I think it will probably be Big Mam since she seems like the weakest of the four emperors and it makes the most sense story wise.
This is all assuming Luffy is willing to work with Law, though he will probably end up doing so even if doesn't agree formally.
AND wtf I thought Law was with the marines how is he helping Luffy so quickly? Also FRANKY Lol. So much in One Piece chapters to enjoy.
