For the record, people knew the Targaryan survivors were fleeing to Dragonstone and fleeing to Pentos from there. If legitimacy mattered as much, all the truly loyal people would have been up in arms to dethrone Robert and put a Targaryen on the throne again. But no one was. Because the Targaryens lost, despite having the legitimate claim.

Legitimacy is not an on or off switch; it exists on a spectrum, a spectrum that takes into account things like the ability to muster an army, garner public support, and maintain a stable governmental facade. It should come as no surprise that the prominence of ones' name plays an integral role in determining whether or not one is able to make those factors work in pursuit of kingship, and there is absolutely nothing that suggests that Varys, Littlefinger, or the Iron Bank have any ability to override that.

I wouldn't say that Petyr Baelish has no ability to improve his standing to the point where he can legitimately sit on the throne. His way would most likely be "no one dares to oppose him"

The closest guy I'm aware of to Baelish in English history was Richard Neville of Warwick. Noble, unlike Baelish, but fairly minor until the war started (depending on who you ask, he may have been the guy who started the wars of the roses). Switched sides in the war several times, every time with a mind to increasing his own power. Gained tremendous popular support by being charming and charismatic. Maneuvered to become the richest and most powerful man in the kingdom. Used it to raise several rebellions when it suited him. He ended up king in all but name; but that was enough. He had the real king imprisoned and submissive, but the fact of the true king's survival meant that others were able to rally and eventually drive him from the capital.

Did Cat even say it was Littlefinger who told her, to Tyrion? He can make assumptions but acting without proof is not a good way to go and Tyrion knows it.

Also he cant hold it against Littlefinger for telling the truth about the dagger and the last thing he wants anyway is to draw attention back to that incident when he knows his brother was the one responsible.
