The link you sent also has buu arc. But it seems there are no quality scans for all dragonball. Want good read you need to have phisical manga

You mean the universes who were exempt from the ToP? That was based on average universal power level, so there's no evidence that anyone from those universes are as strong as Vegeta or Goku or Jiren (although, of course, there *could be* warriors that strong).
Honestly, I'd like to see a U7 + U6 arc; I think there's a lot of potential there, with all the Saiyan hype, Vegeta's promise to train Cabba, etc.

This is what I was thinking/hoping. Probably ending this arc with an extremely open ending that they can attract a wide swath of creatives and such for future seasons.
Going to be interesting to find out what they end up doing with Frieza too. Not expecting it to be nerd chill inducing but I hope it's not some throwaway or BS save.

Like, they're setting up Freeza being the last person alive way too hard, when it really shouldn't be the case. When someone is knocked off the stage, they're teleported to the bench, Grand Priest and Zen-Oh do some shit, it's pretty obvious.
Also I love how Vegeta's remaining energy was enough to get Goku to blue.

Well there was Vegeta's last remaining bit of energy, plus whatever 17 managed to give him at the end too. The rest is explained by Plot, of course.

I feel like Goku being his strongest for sometime after getting beat up for several episodes to the point it looks almost hopeless is basically canon for Dragonball. Even if the explanation is lacking a bit

It was not based on power level at all. It was based on their mortal level. Even though we don't have an explanation of what that means exactly, we have a lot of clues to suggest it has to do with how "enlighten"/developed a universe is. Basically, is it a nice place to live in.

This is probably the best explanation I found.
Mortal Level (人間 レベル, Ningen Reberu, lit. "mortal level") is the score that the Zeno and Future Zeno use to rank the twelve universes. It is a measuring of the average development, or "quality", of the mortals existing in a universe. The Mortal Level of a universe is directly related to the effectiveness of the jobs of its Supreme Kais and Gods of Destruction (allowing and promoting the creation and development of adequate civilizations and elimination of inadequate ones).
It is important to note that a universe with higher Mortal Level does not necessarily possess stronger fighters and vice versa, since strength represents only one of many measured mortal aspects. In the case of Universe 7, it is mentioned that there are only 28 planets in the universe with highly advanced civilizations, and this is seemingly part of why Universe 7 has a low Mortal Level.
TLDR: The other universes have more advanced civilizations because their GoD + Kai aren't lazy pieces of shit

So let's assume jiren and Goku actually are the strongest in all universes besides the angels and zenoh. Where in the world do we go from there? I would hate for it to be like "lol zenoh is of course not the highest level. He's only the leader of our multiverse, but there are many other multiverses and ours is the weakest.
I'm just really puzzled. I don't think jiren and Goku are stronger or even close to as strong as the higher GoDs

Jiren was hyped ti be the rumored mortal stronger than a GoD...kinda inplying that he is the strongest mortal in every universe.
That or his GoD is just the weakest pos out of all the gods.

I thought it was "stronger than the GoD of his own universe" since there is a lot of range of power among GoDs.

I mean if we take what happened in the manga + Show Spoiler + as canon to the anime, Jiren is probably the strongest known mortal across the multiverse.

God that first half really started to get me in the feels. Then I watched that Vegeta speech again from back in the day since someone linked it. Almost had a tear in my eye ffs. Vegeta will always be my #1 favorite character in this anime, just an ultimate badass, love it.
Anyway, I want more commentary from the GoDs who are just watching since they are part of the big 4 who didn't need to participate. I want them to comment more about the fight and how Goku stacks up with their universe.

That's the thing, I don't think there is anywhere else to go. How do you beat someone at God level who's mastered Ultra Instinct? Other than the angels and a God of destruction who's mastered it, dunno how. Suppose we'll see in the coming years.

It's a bit more of a stretch because it's about the technique, not the power. Stronger fighters isn't a problem. It's the whole your body reacts to everything without having to think. So he'll be able to dodge and counter attack near perfectly with the mastered version.
If this was just a power up than I agree, but the technique is far different and more powerful than just a typical power up.

Truth be told, a grand team of Jiren, Goku, Vegeta, Toppo, and possibly Freeza, Gohan and Trunks doesn't really have to obey gods anymore. Angels yes, gods no.
