He needed anakin to see him almost dead so that he could turn him to the dark side. He knew that without saying "OMG im going to die and if you don't help me I cant teach you the powers to stop padme from dying" that anakin would take forever to turn to the dark side. I'm gonna assume that he foresaw that anakin would come to see the fight and therefore allowed himself to get defeated. Also don't forget that Windu was very powerful he was the head of the jedi council the first movie so him defeating the emperor is not that farfetch. Is not like he put him down in one attack like Dooku did with anakin and obi wan in the second movie. | ||

Palatine wasn't necessarily the strongest Sith in terms of fighting ability, but he was definitely adept in the mystical side of the force and could easily get out of a trial. | ||

Whereas if they put him down then and there, they at least rid the galaxy of a huge threat, regardless of whatever the general public ends up thinking of the jedis. | ||

And Windu was definitely powerful enough to take on Palpatine, after all he was on the Jedi Council. Sure, Yoda might be the oldest and wisest, but when it comes to raw power I think that Windu was on the similar level if not stronger. If we take into account other fiction besides movies, you can see he's a real BAMF (says so right there on his wallet) since he crushed Grievous in an instant, while Obi and Anakin couldn't really handle him. He also single-handedly destroyed one of this big sphere-like flying ships of the bug-creatures using force (which is way more than Yoda lifting a big rock or X-wing from the swamp). | ||

Actually, based on the script, book, and Lucas the matter of "did Palpatine let mace win?" is up for debate. What is definitely known though is that mace failed to read anakin's shatterpoint but he saw the Chancellor trusted Anakin too much. Windu was one of the best duelists, such that supposedly only Yoda and Dooku could fight evenly. Should be noted that Windu's fighting style of Vaapad was more effective against the dark side than other styles. When Yoda fought Palpatine, book makes it clear that Yoda was outclassed from the very start. | ||

Iirc Yoda brought down a cruiser from orbit using the force in clone wars attack on Coruscant. Might just be my bad memory though. | ||
