Head-on is the caretaker of the tower... and chooses people to climb it. But once those people reach the floor where Zahard stopped, they all stop too (it being implied that it takes so long that people forget their goals/lose their resolve and just go along with it). This floor is far from the top of the tower, so noone has ever climbed to the top.
In a sense, Zahard, him being a conservative who doesn't want things to change from currently, and the society he and the 10 families built are "holding" people from climbing the tower, which seems to defeat the purpose of Head-on selecting them. Since FUG wants to get rid of Zahard (because they perceive him as a tyrant apparently?), Head-on has common interests with them: maybe getting rid of Zahard will make people start climbing up again.
At least that's how it seems to be as far as motives go.

So this topic motivated me to read this a week ago, and I have no caught up to the point of waiting on the next release. Is there a specific day these comes out?
The first test with the eel was the best thing I have read, ever, but it took a little dip from that point onwards for me. The super planning going on keeps it real though !
I'm wondering if I missed something about Baams hole or if how he ended up in a hole will be explained later.

Regarding Baam, some people think Enryu (second highest Ranker and able to create life btw) is the creator of Baam which explains his sudden appearance in that hole, and his prodigious skill in Shinsoo control (which Enryu is known for).

Or one could subscribe to whatever website used to read it so that it emails you when a new chapter is out instead of yelling at people in TL for no reason.
