There is no statistics of the greatest swordsmen or fighters. But for the purpose of making a list people to be considered should be. Randyll Tarly, Bryden Tully, Strong Belwas, Mallister Brothers, Mance, and Yohn Royce if were going to go a bit deeper into the pool of fighters.
Also before the end of the series I have a feeling we'll get a few more names from the Golden Company in their campaign in westeros.

Brienne is good for a woman but remember that she was on equal footing against a weakened and chained Jaime, she wouldn't last too long in a fair fight.

If I remember correctly she also was holding back too, because killing him would be really really bad.

yeah i would put the hound mance bronn loras and garlan an equal tier under oberyn gregor barristan and qhorin
then brienne under them probably qhorin on the 2nd tier
none of them for any good reason other than the respect i perceive everyone else has for them

You can't really put loras and garlan on the same tier since loras himself says garlan is a better swordsman than himself.

Barristan Selmy said in the books when he was training new knights for Daenaerys that, some kid that he was training was the best natural swordsman he ever saw since Jaimie Lannister.
So not arguing, but I always got the impression that Jaime Lannister was pretty much the best swordsman in the books at that time aside from maybe Barristan selmy in his prime.

Jaime is supposed to be the absolute best swordsman in the series, or at least the best known one. Bronn might be equal or better.

No disagreements, just conveying how I interpreted Jaimie's skills in reading the books. It just seemed even though we never really see him battle, that he is just the best. And he knows it as he's always challenging people 1on1 and nobody seems to want to take him on

As I mentioned earlier about Valyrian steel being a crutch, I think Tarly might be a prime example. He is no doubt a good swordsman, and a fantastic commander, but being elite tier is prolly not correct. He was in many wars and battle, but never mentioned by characters as an elite swordsman like Jaime, Selmy, Arthur Dayne, etc are.

I think he said that Gregor, Sandor, and Robert in his prime were stronger than himself though not necessarily more proficient swordsman.

I don't remember, but can you blame him. Gregor wasn't fear because of his skill, he was feared because he was a freak of nature
