You want the real advantage to the team playing from behind? Remove megacreeps. When you destroy enemy racks his creeps don't spawn on that lane any more but yours don't get stronger.
This is a double-purpose thing. Now it's impossible to stall lanes, have to clear them far away, on the other hand the enemy isn't going to get any xp from your creeps and it's still easy to farm enemy creeps.

The reason VP got back in the game was because of huge 322 by fnatic by taking a bad fight after vp took roshan and pa with crits. Pa was almost as farmed as drow and you never count a team with a farmed pa out. They would've lost that game regardless of the new exp/gold change, again the pa was almost as farmed as the drow it wasn't an issue about gold this game.

Honestly this would make trying to take a good fight down rax so challenging as creep waves would constantly be assaulting your base if you weren't split-pushing, and if you were you would open yourself to pickoffs. Also what do you do about backdoor protection in that lane? This is honestly a pretty unworkable idea.

This game seems so similar to the previous one...
Fnatic gets to lead early on, decides to keep farming instead of pressing the advantage, feed some critical kills with big streaks to VP, game is no longer in their hands...
