Lowest is 30 seconds. Average I would say is 2-3 minutes for US E/W with AP + other modes.

Under what circumstances would you want to toggle this? What's the difference?

Under what circumstances would you want to toggle this? What's the difference? It also gives two armor which will make your lane push. If you're trying to freeze the lane turning it off is a good idea.

When you don't want to push the lane or you want to anti-push the lane, toggle off.

I don't really have that sense in DotA 2, though. What defines the early game, midgame, and late game? A very basic way is simply 0-20 minutes = early, 20-40 minutes = middle, 40-60 minutes = late. But beyond that the lines between them in Dota are very blurred. Many years ago you could have said 'early is the laning phase, middle is the ganking phase and late is the pushing phase', but this no longer holds true.

It's actually really hard to define today what is what. I'd say that it's more of a feeling. I think I'd say that late game is the time of the game when you start checking for buybacks, when the heroes are so strong that the game is really fragile, a convincingly won teamfight pretty much means gameover. I don't know if others would agree to that but that's at least what I think..

I downloaded a bunch of TI2 games out of order, and now I don't know which ones come first. I'm not 100% sure if those are in the replays, but if you see green dots below the team names right on top, those show the score of the current series. If you don't care about a spoiler here and there you might be able to just look out for that.

TL admittedly is still growing, there are some news articles present on other website that aren't here just yet (such as the recent WCG:Asia tournament). But other than Joindota.com, there's not really anything out there.
