Honestly the way Valve works it's likely going to be like level 20 or something before you max out your item rarity unless they do something surprising like "item find" per level or something.

Valve should implement quests where the reward is a battle bonus/xp.

Well that's partly also due to the fact that it's really hard to practice support for all the reason listed by people above me. The environment in pub is just not support friendly. It's why even in low level pub, you tend to find pretty good mid players. That's the one position you are largely independent of others and, because it gets so much glory, is generally coveted by most players.
Edit: To be honest, I actually really want to learn to be a good support, but it's really hard to be able to trust my teammates to do their jobs because even my friends tend to be worse than me. The two friends I play a lot with who are better than me prefer mid (invoker) and random respectively. Because of that, I usually have to play carry, and it can be frustrating because, even with my limited understanding of support, I can still things they're doing wrong, like stacking and pulling and pulling and pulling - and then I have no regen left and its only 2 minutes into the game.

Supporting in pubs isn't even good practice, at least not most pubs, you are better off trying to be a dedicated support in an IH than trying in pubs.

I think people underestimate how easy it is to 'carry' a game as a support in a low-level game. It is as simple as roaming aggressively during the laning phase with a decent ganking support. It is much easier/more consistent to carry the game as a support in this way than as a heavy farm dependent hero. Where people go wrong is assuming they must play the passive/baby-sitting style of support. Although I agree that mid-game oriented semi-carries are generally strong in pubs of all skill levels.

The issue is when you pick flexible heroes like windrunner because you don't know what kind of team you're going to get and you don't want to wait until the game has already started and your teammates are still afk. Then, you can't gank very well and there's really not much you can do other than try your best to win the lane. If you pick veno, then sure, by all means, go gank, but with some supports you get, you just can't really do a whole lot.

I have a friend who "only plays support" and just pulls the camp over and over while I sit in lane getting harassed to death and unable to get last hits.
Whenever I play with him, I just pick the other support and make sure that my other friend who only plays carry is getting his space to farm. At least I am pretty sure that my friend who only plays carry is actually making good use of the space I am creating for him.
Thankfully the friend who plays support that I mentioned earlier responds to pings when I tell him we should try to smoke and go mid or when I think the offlaner is playing too aggressively and is actually killable.
Supporting in solo MM is a whole different monster really and is an experience I rarely enjoy. Unless I'm Rubick and there's lots of good spells to steal.

Yeah, I've had the same experience. If you play something like Bane or Nyx at low levels you can take the game home while the carries are still farming their first item.
On the other hand, most of the time I went to the long lane to "farm", it's always been a 2v2 lane and I've faced so much pressure that every last hit would cost me 10-20% of my hp.
