I think people just mean "a new Diablo game" by D3, and not necessarily a game following the same formula.
Whatever they will announce, it will not be WoW-related. People are fed up with WoW and everybody would be pissed off if all this hype turned out to be some WoW nonsense, and I believe Blizzard really wants to impress people with this announcement, not to annoy them, if only just from economical standpoint. As has been already mentioned, WoW is rapidly losing subscribers to other MMOs, and the MMOs is where all the money is at these days. Also, Blizzard openly stated that they are working on an unannounced MMORPG for quite some time now.
Diablo universe is large, flexible, and loved by people, and it hasn't been used recently. I think it's a perfect platform for a different kind of MMO, more dynamic than WoW (i.e. heavily instanced, less raid-focused, with more numerous but weaker monsters, much more potent gear and spells, not as severe stratification of classes into healers, tanks, damage dealers as it is in WoW and so on).
That being said, my bet is that they will announce a new MMORPG, and I think the chances that it will be Diablo-based are pretty good.

A lot of people feel they don't want to do all the work all over again when Lich King comes out.
Umm...What? Blizz gained roughly 2 million subscribers after the release of TBC...

While this isn't completely accurate, it does work rather well. BC brought a huge loss of interest, and if you played the game at that time, you'd've seen it. Anyone who plays right now can tell you that people are leaving left and right. Blizzard might be making a lot of money, but they're also spending it. Blizzard seems to enjoy inflating numbers to the public, as well.

Oh, well, DOES THIS COUNT?!:

DiabloII.net is VERY trust worthy. If they confirm it, then Blizzard will announce it. Unless, of course, they're trying to prank us...
The site the guy posted is the same thing as the one I'm posting.
IT'S D3 BITCHES!

OMGOMG I KNEW IT
eh, the only things that really makes it say D3 is the word on the bottom-right corner. That and that lochness monster type of monster can be found in Travincal and other parts of Act 3.
I guess they will continue to exist to pick on some more players while they fight the councils.

Well, it's called project Hydra.
I don't know how the picture relates to D3, but I know DiabloII.net is reliable.

But why did they pick that very picture? It doesn't represent d3 very well (and it's not a very nice picture in general). I remember the monsters from act3, they were super-weak.

Project H Y D R A
Maybe it has nothing to even DO with D3, it's just to throw us off?

Undead Stygian Dolls = win. Small, deadly, and cute!
I said I was going to work but I'm too excited!

Thats just website views though, not the subscribers which gives blizzard $$. Most playes do not visit the website.
Edit: Or not even that, its just how many that searched on wow.... lol, talking about screwing statistics to support their own views?
And the actual website views have not really lowered that much at all, or not been lowered at all untill 3 months ago.

But there's no way that's a hydra -.-
Unless they called that monster hydra in D2 (I havent played it much).

lol, someone is lucky that I didn't have the balls to accept a bet.
|
theres a fire hydra that looks like that
|
Like I said, the picture may have nothing to do with the games.

That's what it relates to the most, but not sure.

You should've accepted it. At that point, all recent happenings pointed to D3, so you could've. There should have been like a 1 to 2 odds or something. But, I doubt I would have accepted it. There is just too much of a chance of losing as relation to winning.

A hydra has more than 1 head, but I haven't played Diablo 2 in years so I forgot if there is a monster named hydra or not.
Since every day the splash image is different and it's going to crack. What if the final day the ice breaks and it's just a Rick Roll video
