The goal of this post is to start a LOTV map hacker data base. Combating cheating on ladder is incredibly difficult. It is my hope that this sparks community dialogue and motivation to implement anti-hack software.

Guidelines:
Format as per TL Hacker Database thread. Submissions should follow the format:

Evidence: A general description of events that occurred. Highlight events (w/ time stamp) that could only happen if player was using software to obtain information in fog of war. It is too subjective to say "If the player wasn't map hacking he would have done X, Y, or Z." Some hacking is difficult to prove. Attacking a new expansion without scouting could be hacking or good game sense. The most objective evidence revolves around decisions players are making based on units in FOW. The more mouse clicks the player makes directly on units in FOW & responses to information he shouldn't have, the higher the suspicion the player is hacking.
A good test is one that has few false positives and few false negatives. The last thing we want to do is start a witch hunt and send an innocent man to the electric chair. (Watching the player's view and contrasting it with their clicks in fog of war may result in the best specificity and sensitivity)

19:25 scans four hellbats in fog of war just left of expansion

*21:50 Moves entire army back to main with no vision of the map and is starring at the unit thats about to see the incoming attack note 21:56 is particularly encriminating

I watched this replay twice thinking there was no way he was cheating but watched it again because of the clan name. I'm okay with cheating as long as you don't imply other people that are not willing to cheat.
It is really pathetic to rely on cheats to play against others. I'm not saying "that's bad, you shouldn't do that, blabla..", I'm saying that cheating to PLAY is ridiculous (I'm not talking about the people doing that for the ladder rank)
And what about people doing that on a BETA.. I understand that people made cheats, but why do they use it ? You must have such a low esteem of yourself and be so desperate about life to cheat on a BETA where people only try to fix and experiment the game..
We shouldn't spend out time on blaming them when they obviously need serious psychological help.

Well, if there aren't yet there definitely will be eventually. It is sadly inevitable.

I heard at the late game show that Blizzard is about to change its strategy against hacks in LoTV, but no details right now.

I assure that zero "ConFed" players are "Hacking." We have a strict "NO HACKING" policy that we enforce unless, the player is gm (grandmaster). As you can see ProPenguin is a "Diamond" player! He is not haxing!

I'm not sure why more than 75% of people voted "yes" on this one. It is at best extremely weak evidence.
6:47: ProPenguin was just attacked by a tankivac at a certain location ~15 seconds earlier. He sent a couple marines and a tank to the same location which is suicide if the medivac/tank is still there, so it seems . He also does not click on the medivac so I'm not sure what the accusation is here.
16:08: He sees the hellions before moving his army towards his fourth. He was originally going towards the center. Pretty quick reaction time though.
17:44: He attacks the north base and instantly retreats upon seeing units, so........?
19:25: It's pretty clear in context that he was looking for widow mines. He also would never scan the area next to his own CC if he could see what was happening. This one is actually good evidence of him not hacking.
21:00: ProPenguin scans the defender's entrance to the base and attacks upon seeing almost no defense besides a PF and some turrets.
21:50: Upon seeing some hellions move out after no unit defense for nearly a minute he decides to retreat since all signs are pointing to a counterattack. He's looking at the spot that he's about to be attacked because he is sending his units there.
21:56: My favorite part- the "particularly encriminating" part. He moves his units in the wrong direction.
He also plays pretty badly and makes a couple of blunders that could be avoided with full map vision.

Ok, obviously it's explanation time. So look here dummies. Nios.kr is very important agreed, therefore; gm = higher rank = more reconization = more dirty esports money. As HPC (Hacker Prevention of ConFed) i do my very best to keep ALL hackers out of the best clan in the world. Therefore, do NOT ACUSE MY PLAYERS OF HACKING UNLESS, UNLESS THEY ARE GM.

So why again can you guarantee that lower players of your clan dont hack. But same measures cannot be taken to make sure only clean gms get taken?

I am the Fleet Admiral for [ConFed] and [xCFx]. ( http://the-confederation.net/index/profiles/0-70 our rosters page as proof).
Firstly I want to say I have no idea who "Confed_equals_no_Hax" is. From the name alone its clear its a setup, probably by someone who got beaten on ladder and wants to stir up trouble. Anyway they do not represent us.
WE DO NOT CONDONE HACKING IN CONFED
Its in our bylaws that if you are caught hacking you are immediately banned from the clan.
We have put an investigation into Propenguin in motion.
WE ALSO DO NOT CONDONE HACKING IN GM
We are not a profiting clan, we don't win money as the fake account said earlier (proof they are not a ConFed member). If you click on our rosters page I linked above you will see that we also have ZERO GM PLAYERS mainly for the fact that we don't offer to pay them to play for us, we are a community not a professional e-sports team.
We do occasionally have GM's join when they are between teams because we offer a good community of people to talk about sc with, and a chance for them to enjoy the game instead of stressing over esport team related issues but they usually move on to paid teams after because we don't pay our players.

Also the original poster claims in the evidence "ConFed has hacked in clan wars in the past".
I'm not sure what clan war you are talking about but that isn't "evidence" that is an "accusation".
Please show me evidence of hacking in a past clan war and I will chase down the people involved and remove them from the clan. This goes for anyone on here if you think there is someone in our clan hacking or you have a problem with a way one of our members interacts with you or your clan PLEASE contact me.

I do know that recently within the last 6 months) we did have people from another clan going around CLAIMING to be ConFed members hacking, I imagine it may even be the same people using the fake account in this thread.

ProPenguin's replay is under review by our competitive section, the ConFed Keepers. Should they decide, by majority vote, that he is hacking he will be summarily banned. If not, not. The Keepers have been given one week to render judgement.

We do not condone hacking in our clan. This is something we treat seriously despite Crown77's slander otherwise. Neither do we hack in clanwars. If we were made aware of such an occurrence that person would be banned.
Further, I'm with doadrift in that I have no idea who this "Confed_equals_no_Hax" is. I don't know what they would get out of this manner of trolling other than some cheap lulz. I've never heard of this HPC thing either.
You should all be aware that this person does not represent ConFed in any capacity.
I will update this thread in one week (or sooner if we have a decision sooner) with the results of our review of ProPenguin's replay.
I will say this one more time, we do not condone hacking on the ladder, in clanwars, in gm or in any form whatsoever.
