The fundamental solution is mass education. I don't mean traditional factory cog training, I mean comprehensive citizen education.
Teaching people to be complete citizens in a democracy includes not just reading, and writing, etc... but real problem solving, civics, real history (not memorizing names and dates), and so on.
The primary reason someone chooses one educational facility over another should be geographical convenience, not resource allocation or educational quality. Not out of moral guilt, but because educational facilities with poor children are relatively indistinguishable from facilities with wealthy children, ideally, because they are in the same schools.
Likely practically everyone in power will resist this with everything they possess so we're talking about teaching upcoming generations about how to put our democracy on a path that we (as a society) desire.
As for what to do now, basically just continue to try every possible messaging style to try to get people to realize it and start doing the work to get us there.
EDIT: Oh and try to keep the government from killing us be it policy or police

But your view of how a society should function isn't the right or correct way. Messaging like you do is simply nothing short of propaganda for your cause. I understand what your hot topics are and I understand why you need them changed, but for some people it's just not the way to go. And that's fine. There is a fundamental paradox in society where people that don't want to deal with each other need to deal with each other and they range from very docile to very extreme. And in a multicultural picture, there can't be complete civil peace because there'll always be enough people with loud enough mouths to complain about something. Maybe it improves things in the long run, but I'm skeptical. I don't think we'll ever get beyond a status quo. Incremental changes as a necessity is all we'll ever get and sadly, this is not what we need. There are too many problems people are putting their heads in the sand for.

They have it down as some kind of power phenomenon, which allows them to conveniently act like racism is only racism when its white people doing it to others. Then they can be just as racist as everyone else but cushion it in a nice 'academic friendly' social theory.
