For a theory based on logic, I'd say the timing and location of this has more to do with UK's election.

the serious answer is that US terrorism is almost entirely self radicalized people who have been here a while and I've yet to see any actual argument on to how that would be affected by who the president was (as far as I know there hasn't been any major policy changes or the like that would make one more likely to be caught before hand.)
