Thats because this seems a lot the budget negotiations back in 2011. At the 11th hour they suddenly decided they wanted all government funding of planned parenthood cut and that almost blocked deal then as well. After basically being told no repeatedly they eventually gave in and passed the bill anyway.

Okay so Senator Corker(R-Tennessee) is saying Chained CPI off the table. He is claiming that right now the problem is that democrats want to use the tax increase to wipe out the forced spending cuts (essentially meaning nothing changes for anyone who doesnt make more than 250k).

The origanal idea (I know it was dumb) was that there would be two kinds of cuts if they failed to do there job (they did), cuts to defense and cuts to deomestic spending. The theory was that since republicans oppose cuts to defense and democrats oppose cuts to demestic spending that it would result in them coming together and doing there jobs(they didnt).

Republicans have even called Obama's increased military spending "cuts" in the past because he didn't raise military spending as much as they wanted, so I doubt they'd be okay with the cuts (in addition to the outright crooks like Saxby Chambliss who would lose part of their graft money if defense spending were cut).

An even more painless way would be for income inequality to shrink or to increase the social insurance taxable income cap. Are we really worried that we're paying seniors, the widowed, and the disabled too much?

Social Securities budget is balanced at least for now. There are some big long term problems but those are long term as opposed to some of the more short term ones.
