Jens Stoltenberg(PM) usually attends this youth camp, as its his own party. So you could say both incidents were targetted at the labor party of Norway.

Building a bomb these days is easier than what people think. You can find recipies on the internet, and the ingredients is very accessable. The man was disguised as a police officer and used the circumstanses in Oslo as a reason to access this area. It is true that the police officers do not use firearms unless the situation allows it, which is the case here.

they are probably on it StealthBlue, but I am unsure if that was their real goal seeing as they could have blown up the government building during (instaed of after) working hours and the Utøya would probably not have gone shooting about at kids today if he was supposed to be there as a backup plan to kill the PM tomorrow.
