The Goliath hit his observer twice, he knew it was there. Picking off the tanks one by one with an Arbiter is safer then trying to rush in with the entire army + Arbiter if he knew Leta had 2 Vessels. | ||

Yep, arbiters have an aggressive unit profile. If they get hit, they run and attack whatever is hitting it. | ||

It only has a priority on attacking units. So if there's only a goliath under an ebay, yes it would shoot the goliath. But if there are tanks around, and you don't focus fire on the goliath, arbiter may as well target a tank. | ||
