SC is balanced, but ONLY on higher levels.  I'd even say it must be as high as pro level to be called balanced. This is because there are almost no really successful foreigner Terrans; the best have always been Zerg and (especially since recent times) Protoss. Seeing that T is the hardest race when it comes to multitasking, it's not surprising why.
As for the PvZ matchup, P has much less units to deal with, and his units build slower. On lower levels, the longer the game takes, the more it is in favor of P (assuming that no one has achieved a major advantage yet). Simply because he has an easier time multitasking. The Z must be faster. On higher levels, this still matters but not that much anymore. P has to take greater care of perfect timings and unit composition or else he'll run into trouble.
Didn't read the whole thread btw, just my 2 cents on the topic. SC is not generally always balanced, it depends on the skill level; the higher it is the more balanced it becomes.
