Hey TL, I have the same problem as this guy http://www.teamliquid.net/forum/general/37849-mouse-speed-in-out-of-bw but that thread was from 2006 and I didnt really understand the answers he got.
Does anyone know how to fix this issue? The problem is that I have x mouse speed while in windows, then open bw and since the resolution is reduced my mouse speeds up to maybe 2x mouse speed. This makes it pretty difficult to have a consistent feel for the mouse, and takes many games of bw to get used to fully while playing, then when i exit bw i get used to the slower speed again. Obviously I would rather have it at a consistent speed in everything so that I can develop good muscle memory and play fast and accurately.
I have a steelseries sensei atm, set to 1440 cpi. I have windows mouse speed set to 6/11 with enhance pointer precision off.

theres an option in mca launcher that allows you to adjust mouse speed. Have you tried that?

I have the same issue, I just warm up one or two games against pc. Would be nice ofc to be able to have one universal mouse speed.

No I havent, does that adjust bw mouse speed independantly of windows?

in the test i did it does. its on a scale from 0 to 20. Mine is one 14, which is my fastest mouse speed in windows; get the launcher, and in the main page of it you have a box mouse speed, and you can adjust it and try it and take it from there. worth a shot

Are you serious? The sensei even has a DPI switch on the top. 6/11 Set one to 800 for windows and one for 400 in game. If you don't like these values just vary them until you get approx same feel in game/windows.
the mca64 mouse setting is awful btw

I had the same issue. Tried using DPI switch to get the same feel but it was not exact.
Finally solved it by making windows and bw the same resolution lol. 640x480 windows felt really wierd at first but I got used to it now.
It's an annoying problem.

I am not using a mouse when i am not playing, but here is how i would attempt this:
Bw resolution = 640*480 Outside resolution = X*Y (for example 1920x1080)
Since outside you prolly have a higher resolution, your mouse needs to be faster outside. For calculating the exact factor we only use the height (cause of blackbars, if 4:3 monitor doesnt matter at all): Y/480
if Y = 1080 1080/480 = 2,25 --> If ingame dpi =400 outside dpi got to be: 400x2,25 = 900
If your mouse doesn't let you adjust dpi you got to go with the 11 windows mouse speeds, which factors are: 1/11 - 0.03125 2/11 - 0.0625 3/11 - 0.25 4/11 - 0.5 5/11 - 0.75 6/11 - 1.0 7/11 - 1.5 8/11 - 2.0 9/11 - 2.5 10/11 - 3.0 11/11 - 3.5
So you could set your resolution to 1280x720 (720 = 1,5x480) and chose 7/11 for outside and 6/11 for inside.
Might be all bullshit aswell

thanks for the responses guys, it seems there is no easy solution? But i will try a couple of these other methods, since i am able to adjust cpi
