La Mancha 1.1

Grand Line SE has been kicked out, and in comes La Mancha.
Fairly standard imo.

Changes:
- The resource amount for the "semi-islands" and center expansions have been swapped. Island expos now have 1500 minerals and 2500 gas, and center expansions have 1000 minerals and 1500 gas.
