People mourn in their own ways I guess. I would put the invitation out there, but not become upset and hostile if they don't want to. It could be too upsetting for them to sit and talk about Andrei on the anniversary of his death.
I would apologize to Victor and give respects to Andrei on your own in whatever way you think is best.

Poor little Andrei. He was a little creepy though, silently following me everywhere I went.
Victor can hardly be called a replacement. The little bastard even went on a three week vacation!

I'm sorry, LTT. One thing you'll come to find out is that people deal with tragedy in innumerably different ways, and logic won't help you understand any of them.
The human mind deals with loss in a very peculiar fashion, and despite Victor's callous reaction, he might be dealing with the loss in a very profound way. He might resort to denial and insensitivity where you would have with despair or anger.
What's important to know is that pain can manifest itself in people in bizarre, incomprehensible ways, and that things aren't always what they seem. Maybe forgetting Andrei is the only way Victor can deal with the pain right now.
It's a lot to consider, I wish you the best.

What's interesting is that both Andrei and Victor are like the most common male names here in Romania. So I was a bit confused at the beginning about the possibility of you being Romanian and me not being aware of it
