First of all it really depends on what time do you play, if you play at korean time it's much more harder to climb. Secondly, there were a shit ton of foreigners reaching A-, maybe you're confused with A+.. Thirdly I reached B one season back when I played (~2007) and I never reached GM nor top master in SC2 (I played less than BW but still...), and D+/C- = master ? lol nope..
