The goals for the build were pretty simple but far-reaching, and rely heavily on things your opponent does. The reason this isn't in the strategy section is because it can't be done all the time, it's not that reliable, and it wasn't meant to be a legitimate build since it does have some failings. It works in mid-high master's league though!
The build:
Fast expand however you want, I do Parting 13gate 17nexus. Ramp up to a 6 gate, but research hallucinate around 8:30 and chronoboost it. Before your push, get a Twilight Council and start your third as your units near the enemy ramp. Fake like you are attacking, and hallucinate 1 colossus. When you attack, kill a couple units but don't commit. Pull back as if you encountered still resistance, but tech to high templar. Your gasses should be all taken and you should do charge and save for storm + templar units. Play the rest of the game as normal, getting colossus when allowed.
The theory:
What usually happens is your push looks nasty so the enemy assumes you cant have a third base. Moreover, he sees a colossus, and will begin massing vikings, which is good because it cuts into his gas for medivacs and units other than marines. When you next clash, you will be decked out in HT with a strong 3rd base and he will have a bunch of vikings and only a few medivacs! Brilliant!

EDIT: I thought it was funny too with HotS and the Warhound... if you used this build, you might be able to stomp them with a lot of hallucinated stalkers so they blow their cooldown on hallucinations! Timings would have to be verified of course!
EDIT2: I was also thinking a lot about how to use hallucinate, but came to the conclusion that in almost all cases, energy is better spent on force field (duh). Hallucinate is also inherently flawed in that if you use it for forcing a reaction from your opponent, like I do with this build, it's very situational. Take the opposite of this build, hallucinating a HT but teching colossus. Does your opponent know you can't get an effective HT by the time the 6 gate hits? Does he know that they don't have storm yet? Will he keep making medivacs or start a ghost academy, which, if they build ghosts, are still pretty effective units compared to air vikings!
