They were not acting upon orders to shoot protestors, but the government is still responsible because it is ultimately responsible for all actions taken by its armed forces. The government is ultimately responsible for the training and the deployment of troops under 'sensible' circumstanes. Several soldiers opened fire without order, but when groups of soldiers feel it is 'appropriate' to break orders and protocols, that's a wrongdoing on part of the government. (And this is a homework thread ;p) | ||
