I don't even know what the fuck is going on. I'm on the school internet of Shandong Agricultural University, well at least whatever the profs use. I assume it is probably one of the better internet connections available in Tai'an.
My speed (measured to Seoul) averages 5mb down / 2 mb up. Fucking fine and dandy. Ping is about 100 ms, loss is nonexistent. Lovely so far!
Sites are loading fine other than ones that are blocked by the great firewall unless I am running through a VPN.
I've been trying to buy an item on ebay for the last 30 minutes. I am not kidding. Been sitting here raging my ass off because every step takes like 5 minutes to load. What the fuck? Is China purposely throttling ebay/paypal on checkout / payment or something? This is ridiculous, I don't even understand how it can be this bad. Everything else that isn't blocked works fine! I've even occasionally loaded other sites just to make sure its not the connection going to shit even though occasional tests show a perfectly healthy connection.
I mean, holy shit I've been seeing the swirly circle of "Confirm your payment - Your payment is being processed" since 23:20 my time. I've never actually noticed that this swirly circle existed until today, mostly because I've seen its existance for the last 7 minutes.
What the hell is this shit....

FUCK ERROR LOL WTF "Sorry we could not process your payment at this time" or whatever jesus christ. Can't wait to return to American internet, as fucking sad as that is.
edit - nvm apparently the payment did go through... and the buying completed... so confused but what the fuck ever I am happy to be done with that process.
edit2 - mangastream pages also take damn near forever, FUUUUU wtb my Fairy Tail fix.

I have same experience as I was on vaction in China. If I use HTTPS to visit some webpage outside of China, even just my yahoo mail account, it became incredible slow. No idea why this is Happening, maybe they don't want to people use HTTPs and delay it on purpose. As far as I understand, https is terminate as client side, which make it impossible to filter on gateway. For example, youtube, facebook are all blocked in China. If you want use these pages, you could probably build one SSL tunnel to one server outside China and visit blocked pages. I never try it in China, but I try it inside company network to visit for example TL page, because game page are blocked from our gateway.
If they don't want that happen, they could maybe just hold the encryted package from outside China on purpose to make it not useable. I could be complete wrong, but it is just what I think.

It doesnt really have to do with them throttling you on purpose. It is because they are like most asian isps are ridiculously overselling their transit links(connection to global internet). They might have some private links with other asian isps where it then may get faster like in the ops example with korea but for the most part they are just using one other provider like level3, global crossing, at&t or verizon to access the global internet and when that link gets close to 100% usage packet loss and high latency happens. In addition i've heard that even some internal links in china are congested. TLDR: chinese isps are too cheap to upgrade their infrastructure.

I would've thought that China had its own internal ebay/email/paypal stuff, and that it would only be slow if you tried to go 'outside', so to speak. Please forgive me for my ignorance since I am an ignorant North American.

Yes China does have. Just like Google is not support in China, as they have Baidu.
Ebay --> Taobao paypal --> alipay
same kind of reason. I do not think China is ready to open up its financial and transaction market to foreign companies yet.
