This is not necessarily a bad thing. Since there are more liberals than fascists in the game, losing one liberal and one fascist means the proportion of fascists in the rest of the list is smaller. Furthermore the two will often trade blows and attempt to convince everyone else they're town, adding more information to the thread.
A fascist policy getting passed early on isn't the end of the world either, especially since the investigate and special election are both important tools.
