Nah that definition doesn't really make sense becasue there are always ways you hypotehtically could have scouted and thus reacted.
Instead, the proper definition of build order losses is a loss in the early game and not related to execution/mechanics.
And there is no other real sport or esport where this phenomena exist to as extreme degree as in Starcraft.
It would be pretty easy to almost get rid of it/minimize it if it was a priority of David Kim, but it appears he loves these types of "different" games.
