Groups of death are fun, but they usually end up with either 2 really good players or 2 fan favorites getting eliminated early, so I'm assuming organizers would prefer better players to meet later on.

GSL seeds their Ro32 groups but I think Ro16 is just 2 first places and 2 second places from Ro32 I don't think so, because Soulkey and Shine were in the same Ro32 and Ro16 groups in GSL 2014 S2 You can meet the same players in multiple group stages because DRG and Genius actually could have played 3 times in GSL S1 2012 if it had worked out because they were in same Ro32 group, same Ro16 group, and met in the final. they missed each other in the Ro16 though. However they do seed each groups.
Ro32 is based off the GSL tier system. Tier 1 is the previous season's Ro8 so none of them can be in the same Ro32 group. Then they have 3 tiers based off "GSL Points" which is basically WCS Points earned only in GSL now. One player from each tier goes into each group. The previous finalists can each choose a tier 4 player as their first opponent for the new season. Tier 1 faces Tier 4 and Tier 2 faces Tier 3 to start each group.
Ro16 is they take 2 first place finishes and 2 second place finishes from the Ro32 and put them in each group. It is possible to have a Ro32 rematch in the Ro16
