StarCraft II World Championship Series Qualify for 2014's WCS EU Challenger League
In 2014, ESL continues hosting the European League of the StarCraft II World Championship Series. We'd like to share first details of the upcoming Season 1 of WCS Europe. In January four cups will determine 24 players for the Challenger League, though three of four cups are restricted to players from the EMEA region.
Qualification for WCS 2014 - Challenger League From the 4th to 11th of January three online qualifiers will be held with up to 1024 participants each. Every day the top 6 will qualify for the Challenger League of WCS Europe's first season in 2014. All matches will be played in best of three format using a single elimination bracket.
These first three cups are open for every citizen of the European region, Middle East and Africa. Your Battle.net-Account of the current or recent season has to be at least at the level of Master League. It's mandatory to have your StarCraft II Character Code and your StarCraft II Web-ID entered in your ESL profile. See http://www.esl.eu/eu/sc2/gameaccounts/for detailed instructions.
One additional qualifier will be held, in which everyone regardless of citizenship is allowed to participate. The cup will use the same mode as the previous three and the top 6 will qualify directly as well. But only this cup is going to be considered for possible successors, if one of the 24 players should not be able to fill his slot.
Your Battle.net-Account of the current or recent season has to be at least at the level of Master League and needs to list 200 wins or more.
The Check-in starts (and sign-up closes) at 13:00 CET, one hour before the official start of the cup. As soon as we have a full bracket the Qualifier will start.

They have been known for a couple weeks now though, so they should have had plenty of time to practice. It got announced dec 5th. So it'll give players a full month. Should be plenty of time to get your practice in.

do we need also 200 wins to participate in the 3 qualifiers? or only to be master ?
Only Master.
so this season I have 155 wins, but last season 460 ? can I participate or must II have 200 wins this season ?

If you had 460 wins last season, you can play in the Ladder Wildcard Qualifier.
