Same as with Relocalizer, in Heart of the Swarm you can have any voice asset and text assets, that are available only in your region (i.e. Korean - only korean text and any voice pack, etc). In the HOTS beta there is 4 available languages: english (US), french (FR), deutsch (DE) and korean (KR). These languages you can install officially without any specific steps, just go to your account page and download prefered game client.
But you still can use languages that are not available for beta. For example espanol voice pack or portugese. In result you will have mixed voice localization with english (for example) unit quotes for Tempests, Hellbats and Oracles, and new voices for all old units, including advisor voices about minerals and supplies. At same time AI Communication Quotes will be disabled or replaced with older ones (standard man voice).
The best case if you already have relocalizer, so you will not need to redownload every game client from different countries to get file about ~330-340 megabytes. Also you can have that voice asset for both, WOL and HOTS clients. But 1st time you will need to download ~1.3Gb through relocalizer and WOL launcher to get that voice asset.
How to get custom voice localization in HOTS Beta
For example I will use espanol voice localization (esES).

- Get somewhere esES.sc2assets file. It must be located in /Mods/Liberty.sc2mod/.. folder, and size will be around 330-340 megabytes.
- Copy that file to next directory: \StarCraft II 2012 Beta\Mods\Liberty.SC2Mod\..
- Go to \StarCraft II 2012 Beta\Mods\Swarm.SC2Mod\.. and make a copy in same folder of enUS.sc2assets file. Rename it to esES.sc2assets
- Open C:\ProgramData\Battle.net\Agent\agent.db file using Notepad
ProgramData folder can be hidden, so make it visible via Folder Options through your Control Panel. - Find next parameter: "selected_asset_locale" : "enUS"
- Make sure you're changing language of SC2 Beta and not Diablo 3 or SC2 WOL. To check it, just look at row nearby. If you will find something like this "install_dir" : "D:/Program Files (x86)/StarCraft II 2012 Beta" or this "launch_arguments" : ["-launch", "-uid", "s2_beta_enus" ], so it will mean, you are doing it right.
- Change enUS to esES
Thats all! Now you have espanol voices for all WOL stuff aka units, Adjutant, Zerg Queen and Executor, at same time you will hear english (if you have english HOTS Beta) quotes from all new units. Here are examples of voice quotes for different localizations.
