The big reveal of that half of the episode was that BadGuy's Psycho-Pass was judged to be so low that the Dominator wouldn't allow her to fire. For people with a low/clean Psycho-Pass, it locks the trigger so they can't shoot (since obviously the target would be a law abiding citizen, right), for medium latent criminals it sets itself to stun, and for people with high Psycho Passes it turns into a Gundam SEED Microwave gun.

Wasn't the rifle a Shotgun? Would it even have worked at that range, i.e. not splash the hostage?

Shotguns have tighter patterns than movies/games would lead you to believe, although we don't know what kind of shot he had loaded in it. Worst case scenario is that her friend takes a pellet or two in the arm if Akane shoots the guy, which is obviously better than what happened.

I'm still kind of scratching my head over why she didn't shoot him though. This is the same girl who had no qualms about blasting Kou with her dominator to save a woman in the first episode because she thought the Sybil system was wrong. What's so different this time? Akane can't be that squeamish about killing someone given her job and what she's already seen, Makishima's obviously a criminal that needs to be stopped, and she doesn't have full faith in the system anyway.

If we take it that the animators knew what they were doing when they drew the shotgun, then the shotgun shells were probably 12 gauge buckshots...which have a pretty tight spread iirc (i have only seen 12 gauges in red, i might be wrong). The distance between Akane and Makishima is close enough for an accurate shot. I mean, hell, 18 gauge and up have some pretty tight spreads as well.

Anyways, the way I see it, she knows the Sybil system cannot be trusted, but she also probably never encountered a crime coefficient going backwards before. It wasn't that she was being squeamish about killing somebody. She WANTED to kill him. She had every intent and purpose in pulling the dominator's trigger. I think she was holding on to some shred of hope that the sybil system would still work as intended and save the day. She kept aiming the dominator instead of dropping it because of this hope, and the system totally and completely failed her and her friend. She could have used the shotgun, but she was probably not trained to use real firearms, and the panic of the situation clouded her judgement.

Also, it's pretty symbolic. In one hand, she hold the dominator, which pretty much represents everything about this new society based on the sybil system -- it is the embodiment of the Psycho-pass that seems to play such a huge role in this society. In the other hand she held the shotgun, a representation of the past and the old way of doing things, both in life and in law enforcement. It is interesting to note that Akane did ultimately choose the old way. She fired the shotgun. But she failed because she had been too influenced by the new way of things. Perhaps this is a commentary that the old way of things -- something that all the criminals so far have been promoting in a rather twisted manner -- is, although presented in a way that is supposed to appeal to the audience -- will always be unattainable. This struggle is the heart of Psycho Pass and at the current moment.
