I believe so. IIRC, Belial was banned but he came back several pages ago. Dunno how or why.

From what I know, after ~90 days, if you apologize to a mod, not PM-spammed anyone, and ask very politely to come back, they'll give you a second chance.

He wanted to get banned for whatever reason. Requesting bans is pretty common.

There was some stuff on it a few pages back from Kadavar. Something to do with whether it counts towards people's ban stats. I think it makes no difference really, I can't imagine it making their lives more difficult.

Reporting ban requests is a good thing. Mods aren't reading every post of every thread, so ban requests can easily be missed. When you report them they will definately be seen, and it takes about 30 seconds to handle the report, so it's no problem at all.
