Well he said that blacks on average score lower on IQ tests and then extrapolated from that that they are less intelligent. So suggesting this idea, that IQ scores correlate with intelligence, outside of the context of race could still be seen as a racist declaration. I don't want to start a big debate here I just think it's an interesting question.
