Why would you stream in 1080? Just stream in 720. Your 720p@60fps looks a million times better than your 1080@30fps.
Bitrate / fps = image size, in a sense. So the higher your fps, the 'worse' the image quality is going to be, to a point. I mean, if you have 3.5 upload, it doesn't matter, because 720p image size is never going to be larger than 3.5upload/60.
3.5upload doesnt make much sense either. Just lower that down to like 3k/3k, maybe even lower (test out your stream, what looks better, 2500/2500 or 3k/3k? any difference in performance on your end?). I see you have some dropped frames in your video, that may be because your upload is too high. at 3.5upload you are also probably preventing a lot of people from viewing your stream because it requires too much to view.
There's no reason not to set your quality to 10.
on a side note, 60fps looked really weird. i prefer 45 fps, something about 60fps to me is really offputting. The dark blurry look might have a bit to do with your fps though, try lowering it a bit. try tinkering with your bitrate too. your 720p/30fps didnt look blurred to me at all. maybe if your processor can handle it, try a slower preset.
your choice in music is.. probably not a popular choice.

Neither do I. 
I even downloaded one of the little hacks that imports the Windows 7 shell. Didn't change the problem. I don't think there's a way to completley disable the Metro/Aero/whatever they call it backend.

alright so i'm still having audio lag issues.
the webcam view is in sync with the game but my mic audio is lagging behind (ingame audio is still synced up)
settings:
max bitrate: 1500
buffer size: 1500
codec: AAC
audio bitrate: 128
resolution: 1280x720
FPS: 30
use video/audio sync fix: on
if it helps i have my webcam resolution set to 640x480
also i'm using my webcam for a mic

that is from salt lake to LA (LA is the twitch server that i'm using)
also when i first start the stream everything is fine but as the stream gets longer it starts to lag more and more

yes, I've heard of this issue -- I'm still looking into it at the moment, seems I will have to add a "mic delay" feature or something. some devices send out their video data later than others

I found this little program called TCPRelay, from here: http://www.xsplit.com/forum/viewtopic.php?t=7159
As far as I can tell it improves the bandwidth that XSplit uses to upload by bypassing some limit that XSplit imposes upon itself, or something like that. Will using it have any benefit with OBS?

OBS already does what TCPRelay does, so it does nothing.

You can add individual frames with fading through the Add Image Slideshow feature which is generally better than using gifs with their limited color palette.

Whenever I steam, the video stops at around 6 seconds or so but the audio continues to work. I also find that my upload speed (kp/s) drops to 0 after awhile. What can I do to fix this?

Dropped frames means your connection to the ingest server is bad, or your bitrate is too high.

Not yet, unless you have it enabled at Twitch. A native stream delay is planned however.

Yes it does. Depends on the system but from what i've seen is that the inbuilt capture is a little better.
