Please note: This software will not you let you use your NA account in the KOR server. It will let you use ANY client, at ANY server. Example, Korean client @ NA server.
Hardwork credits go to _Girlscoutcookie_ For the time he spent on the MPQ research.
doesnt SEA support multiple locales already ? you better off picking a regular client and moving between locales.
If there is a patch, just let me know, I will change the files, and when you open the program, it should say 142, etc etc, and its ready to go, no need to download the whole app again. :D Just be sure to give it rights to access a http connection from port 80 in case you have extra extra protection (i got none :D )
so how do I exactly get korean language, voice into my US client? Do I have to download korean version? And put source as US and target as KR? And do I have to keep the korean client or can I delete after I realocalized it.

Many thanks for this, especially the new host location. Currently reinstalling to give it a try, but I'm sure it will work like a charm now that I can download the archive.
Clean install. Patched to 1.3, applied the relocalizer as directed...moved from enGB to enUS, and it worked like a charm. Many thanks for this update, and the host. Mainland China, at least where I am, throttles all connections to US Blizzard's download servers (never mind anything bittorent), so this is a god send.
Hello, everyone. I have a problem: I installed zhTW sc2, patched it to 1.4.1 patch, downloaded Starcraft 2 Relocalizer 141 FINAL X and used it (source: zhTW; target: koKR). Everything was fine untill I opened sc2. Even I had korean welcome page (I mean this page with some text about less violence and ect), but all fonts were still taiwanese. I tryed to login, but sc2 wrote something about Language Packaged.. So, does anyone know what I should to do to fix it? How can I play with taiwanese accaunt on korean client?
Dang thought it would be fixed ;; When I relocate korean client to tw servers theres still some characters that appear as boxes. not a huge deal but I thought I should let you know. Thanks for the updated version! Love the gui!

Taiwan servers have been merged with kor for a while now, there is no need to relocalize if you have one or the other, as they are both playing on the same server.

Man, of course I know that Im playing on KR server with my TW accaunt - thats why I got TW accaunt, but I want to play with my TW accaunt on KR client (fonts, sounds, everything) and since I want it I need to relocalize my tw client to kr client. Can I do this in any way?
Hah, finally I solved the problem. I installed sc2 koKR, patched it to 1.4.1 and just relocalized it with source: koKR and target zhTW. Now it works fine, thanks for the program man
[UPDATE] Sadly I have a "boxes problem" when I have boxes instead of race name (on korean ofc) and boxes between 1x1 2x2 and other game modes.
Try going to your control panel, installing Korean, language support (not only korean keyboard) and make korean windows default language, problem should be fixed i believe. it works here wth the usEN client no txt problems.

well, it doesnt help T.T anyways everything other works fine, thanks.
so... is ur korean client working 100% ? would those files be showing if u did use a kor acc ? check md5 of ur installation and a fresh one to make sure. all files are good.

Also, when I relocate from usEN to krKO it works 100% all texts everything. which windows you have ? how did you install the language ? ... in windows XP is easy, on 7 is too

I'm playing the enUS client on zhTW servers, and I have traditional chinese set as my default language, but in SC2 I'm still missing some text (achievements, races and other stuff) but aside from some missing text, everything works fine
would those files be showing if u did use a kor acc ?
I have only Taiwanese CDKey(accaunt), so I cant check is everything will be ok with Korean CDKey(accaunt)
which windows you have ? how did you install the language ?
I have windows7 64bit. I dl'ed korean language from microsoft update and set korean language as default and anyways I have this (watch on 1on1 and race names):
lol mine doesn't do that .... maybe you should take a look at the main.txt, and modify it and see if something fixes it. To tell you the truth, it is not too hard for a MPQ file this big to get corrupted...
Did you ever try from a fresh install (backup you documents/starcraft2 first.)
could be the current installation, or the current installer (7 gb).
I downloaded korean client fresh from blizzard, and it works awesome, with korean client, I play on usen, kokr, ptbr, 127(something ge (EU)). and it works with no text problems. so maybe, the current WINDOWS setup, should be English for the time being ? ... Idk id try many different things.
2.Buuuuuut... I always used GSC Relocalizer. There were 2 options to relocalize: ''Relocalize a locale'' and ''Switch between installed locales''. The first time you switch to another region, you had to choose ''Relocalize..'' which took like 1-3 minutes, but after you did that once, you could choose ''Switch...'' everytime you want to change the region again, which finished instantly. I noticed, that your relocalizer seems to choose ''Relocalize..' by default (so it needs some minutes everytime) and i wonder if thats necessary?
I have exactly the same boxes problem you do agfoxGnom.. question though. did you download the korean client through Blizzard or through the torrent list that was provided in the old thread. I'm thinking (not sure) that the korean client there may be slightly broken because i had problems installing/patching it as well, though the manual patch method did work in the end.
I'm downloading the client again through blizzard now, but it's taking awhile, will update afterwards.

My client has been downloaded from blizzards site.
okay I give up.. just wanted to play through my taiwan account in korean and slowly learn korean but not having the races show up as text at all isn't worth it if i miss the symbol on the loading screen. oh well

I got an interesting thing about this. First of all I know why there is boxes in main menu and some other menus - because korean client cant show chinese hieroglyphs and I dont know why, some of things when you relocalize koKR to play on zhTW server are showed in chinese. And second thing: if you miss the loading screen you can open menu in right upper corner - you will see there nicknames and korean(!) names of races which players playing.
I am holding off downloading this because it seems like everybody who uses the SEA server is saying that there is no support for it. I saw a brief post by the maker of this program disregarding this by saying that SEA has support for other servers. It only has support for SEA - NA. Obviously people in SEA want to play on KR like the rest of the known world does, so why not put in support for SEA.
Anyway, just posting hoping this gets fixed soon because i really want to be able to use my TW/KR account without having to DL the client again. If anyone else knows of a relocalizer that does work with the current patch (for SEA > anywhere) please let us know.

hello, well, to tell you the truth, all you need is A (1) client.. Pick your favorite client (doesnt really matter since you can mod your own (mpq editor(any of many)), you can go into your starcraft folder and treat the mpq files, like a ZIP file, and replace, and or change files inside of it... the SEA supports multiple servers as is, it is very possible to make such thing but the time it'd take a person to do it (a human, that is willing to work to get it done), the time it'd take is probably more than it'd take you to download a universal client... like the ones are are in the list already lol..
so, this program here, contains a mpq editor that works by command line, so if you want you can change the file (main.txt) add/edit/remove certain lines, and make it work. I think I will eventualy get to it, but because of the time I have available, if it depends on me, you will probably have time to download about 18 7 GB clients, because right now I am working on my main project which is about 3 years from completing, so I don't wanna go too crazy on this one...
For real brother, download a client that supports a single server and relocalize it as needed.
Best Regards.
By the way, the only thing I can promisse is making sure this one here will work every time sc2 gets patched, (it has auto self update feature), but atm other than little bugs here and there, this will be it, unless I take another long break from my current project.
Anyways, drink a couple of redbulls, and go work on the files, the link below was what came up on my search, i never tried that one but go for it.
If you do work on it, and you make SEA support, you are more than welcome to share the work so we can add it to this one, I hope you do im sure a lot of people will be thankful.
lol, I think it is against the rules to give such link to another sc2 forum. if I got a warning for helping some one, then I will get banned for posting a link... I sent a message to a mod here, im waiting for a reply.
My team and I relocalized for our EU tournament today, and now we are all stuck on EU How do we switch back? We have our NA tournament in 2.5 hours and we all need to get back to NA servers to cast that one lol. Any help?
Thats pretty cold of you closing a program because of a few people, your punishing people that didn't have anything to do with your dealing with TL as leverage to get what you want.
Yeah, now i have to wait 10 hrs to d/l the damn NA server....... If ur quitting team liquid like ur post says then just throw up the link on where we can get this because it don' t matter neway
IM not gonna make u guys download new client, even though the old thread is still open.
---- ok its open again, 141a recovered ---
But don't take it personal please, it's not personal, its jst something I have against teamliquid. My very first warning in many years out of 30+ forums
in my case the thing is that the older relocalizer forced me to update the game again then blocked during the update on the new server (most of the time...)

This just seems very strange from TL.. if they warned/banned a guy helping people out, I don't get this at all.. ? does a Mod care to explain this to the community ? O_O
well, I got very pissed.. I sent 3 requests to get my account deleted, and yet, I have not been replied. I just felt very disrespected and that's one thing I do not accept. lol and I was warned 2 times about the same post. I see a guy like that in front of me I will put him in his place. no jokes. I also requested an apology, which would be enough, and yet, nothing... I just feel like this is some one's playground.
Well, I got why we have boxes on "zhTW server", but I dont know how to fix it because Im not good with mpq's and other staff. SC2 is writing some words on the language of the server you play, I mean: you have koKR server and relocalize it for zhTW server races will be on chinese, if you will relocalize it for EU (enGB) you will have races on english and ect. And in fact korean client cant show chinese symbols for some reason in main menu. So, the question now is: is there any ideas how to solve this problem?
so, what are the chances you get caught for this? how do you get caught? t.t wanna do this but im worried of losing this account and not being able to get another.
On October 13 2011 05:36 alokin wrote: okay so i got this to work for enUS source to zhTW target... now i can't get back onto enUS as my target... it gives me an error. can anyone help me ?
So I bought a TW acc and have been trying to change it to the enGB version. But it doesn't work at all. I keep having mandarin everywhere which is slightly annoying at the moment. Any suggestions/ideas on how to fix this?
how do i get back to the NA server? what scource/target? i just assumed 124 and enUS but its saying error message or something. first time trying to get back onto NA after being on korea for the last few days. help asap? O_O

Just checked back in the thread for any continuation on this issue
I will be downloading another client and then using that to play on Korea, the whole purpose of having a relocalization program is to avoid that however. I dont see the problem, seeing as the old relocalizer relocalized to SEA no worries. Yes, SEA is a "multi server client" but it -only- connects to NA and SEA. You say download a universal client - ok, so i download Na/Korea or whatever, now how am i supposed to play on SEA with your program? I dont think i can, meaning i need two clients anyway, always - the same as if there was no relocalizer. I was merely pointing out that your program doesnt support SEA users. If me, a random user could apparently dig into your program and change enough links to add in SEA support, then surely the creator of the program could do it himself in a much much shorter time, thereby making his program supportive of the whole SC2 scene. And yes, im sure alot of people (me included) would be very thankful. Im pretty sure i myself dont have the coding knowledge to make it happen though, atleast in any sort of realistic way (how the hell is it supposed to be supported later, and patched in without you doing it anyway). Anyway, thanks for your work on the project as im sure its helped many a person avoid downloading heaps of clients/dual installing clients. Ill check back sometime in the future to see if anybody has added SEA support.
the old relocalizer currently works and has sea support so im still using that.
i made seperate installs anyway, backed most clients up, downloaded tw. ones na/sea, ones relocalalized, ones tw ones a backup of another one and maybe then thats backed up too. you have to do this sort of thing when youre playing cross region you know.
i have a question : i am currently playing on eu server with the english language pack and used this relocalizer to patch the game to korean language because i would feel like a pro playing the game in korean, but when i try to login after patching it says that there is no starcraft 2 account on this battle net account. did i make a mistake? note : i just want to play the game in korean on eu server
On November 09 2011 07:31 DoubleDouble wrote: where is the clean tool for this?
yeah where is the clean tool? this seems like a pretty serious omission compared to the original relocalizers. if you don't clean back to the original source files/configs when a sc2 patch comes out, the auto-patcher will completely fail leaving you screwed.
uh i got a problem. i used this for a few days and it worked fine switching btwn US and TW server. but now somehow all my text is in like spanish or something and it wont change back no matter what i relocalize to. i mean i can still play on both servers fine but everythings always in spanish. lol wtf help

I'm pretty sure all you need to do is make sure you're relocalized to the correct server of your original client when a patch comes out. When I do that I get no problems updating, well, I've never had any problems updating.
if I was granted permission to change this post, Id provide you guys with the Update for the Clean tool, and the Text Fix .. but the ACC i used for this post was banned. Posting it at the end will probably not be findable...
hi guys, i was wondering if it is possible to relocalize my TW installation from its original sound and language text to korean sounds and english text?
thanks in advance
*Edited* - i was searching on TL with the wrong wording. for anyone interested in what i was asking for visit this post below:
I'm traying to play in EU server, doing the following: I'll use a germany account, so I've chosen de/de as target. is this correct or should I download any of EU clients?
To answer your question, if you want to play in the Eu server, with the korean voices, this is what you need to do:
1)Download Korean Client 2)Use relocalizer (make sure it is in the correct location) click on page 1 for instructions 3)Source Krko, Target engb.
Done, the steps above will allow you to play in the korean client, with your german account.
Then to switch back, it'd be NA source, KOR, Target... This tool will not allow you to play in a server, which you don't have an account at... It will just save harddrive space (12 GB Aprox per install), by allowing you to play in all servers with a single client...
Example:
You have an account in Taiwan, Europe, LA servers... so you own 3 accounts.. Normally, you would have 3 clients, 1 for each server... This will allow you to use the same client for all accounts, since you own them.
If blizzard releases a patch, relocalize it back to the original source, and then, click on the Yellow Button, to clean install. Other wise the new patch will corrupt your installation...
In addition to that, look at the VERSION #, on the top of the program, make sure it matches the current patch version before you use...
When blizzard releases a new patch, I will update the file in the server, and it will automatically update it for you. When blizz launches a patch, feel free to remind me, I will update it as soon as I find out.

I don't know what a relocalizer is, but I can affirm that I have a NA account and have KR sounds. I've been using it for around 2 to 3 patches so far, and I have not been banned. I also use custom backgrounds as well, no problems there either. If you want to know how to change to the korean sounds, there's a good topic on how to do this. you are getting the MD5 missmatch because you're client attempted to UPDATE itself, while it was relocalized to something, and you allowed it to.
You needed to relocalize back to normal, and Clean Install PRIOR to getting that error...
When you realize sc2 is downloading the patch, close the window fast, before it actually edits the MPQ... relocalize back, clean install, then it will update no problem

I didn't understand how the relocalization works (was trying to change my TW client to KR thinking relocalization changed the clients language/ sounds etc) which obv didn't work-
but then I installed a KR client and relocalized it to TW (source KR, Target TW) and it works fine now
On March 13 2012 13:07 Hydraliskplazma wrote: The only clients I use are KOR and TAI ... if there are troubles with other clients, feel free to tell me, or even edit files...
Even after you updated it, I tried running the "clean install" and still not working
""zhTW\Campaigns\LibertyStory.SC2Campaign\zhTW.SC2Data\LocalizedData\GameStrings.txt" 패치를 적용할 수 없습니다. you are getting the MD5 missmatch because you're client attempted to UPDATE itself, while it was relocalized to something, and you allowed it to.
You needed to relocalize back to normal, and Clean Install PRIOR to getting that error...
When you realize sc2 is downloading the patch, close the window fast, before it actually edits the MPQ... relocalize back, clean install, then it will update no problem
sorry to bother u again but I don't understand what you mean by some of the things you said. For example what do u mean by "relocalize back to normal"'? isn't the cleanup supposed to do that?
can u explain it step by step in more detail pls? thanks
The relocalizer pauses on battle.net and hasn't finished. I've let it run for 2+ hours with no progress. So if you could explain to me the problem that would be great. Fails on a TW client to NA servers.
This is the trick.. For example, let's say your client is relocalized to something...
Now you open game, and blizzard wants to patch the client...
Before the patch finishes downloading you have to ALT+F4 (CLOSE) as soon as possible... if it gets to edit the mpq, now you will have to reinstall client, or manually repair. Also, I believe that any mods to MPQ file could possibly result in MD5 mismatch errors.
Ok, now that you didn't allow the client to update, relocalize it back to normal (to prevent possible bugs) and clean install (to allow patch not to md5 error)...

should work fine.
I'm pretty sure it already edited the MPQ's since I let it update up to 99% because of the crappy clean install option that didn't work in the previous relocalizer.
How do you manually fix it? or is it too complex? T_T
I really don't feel like downloading the 12GB client again...
got the same problem as OptimusYale it just wont work it will always stuck at battle.net i tried to reinstall the client 3 times i even cleaned the new installedclient and still its stuck there pls help me/us
Hydraliskplazma, how would I go about getting a koKR client to work on EU server with the Korean voices and interface? I've been trying for two days and I got it working at one point but it just said that my language pack isn't authorized by Blizzard (in korean)
@sLaaX , my friend, quite honestly, I haven't seen that error, I know there was a couple of funny errors with MPQ editor stopped working etc, but that screen not moving is very weird, perhaps, I would recommend you redownload the program, delete the files in /support, and RE-Extract everything fresh.
2)Let it patch itself untill it finishes, 3)Turn Client on to assure it's done patching. 4)Close Client 5)To go installation folder, Example, c:\Program Files(x86)\Starcraft2\ 6)Click on SUPPORT folder 7)Download Relocalizer 8)Open Relocalizer's Zip File 9)Drag Relocalizer Folder(inside ZIP file) into SUPPORT folder. 10)Double check that game is closed
11) Open Relocalizer progra (exe file)
12) Select source 134koKR << This is because it is the client's current locale.
13) Which EU account do you own ? There are a few, is enGB yours ??? If so, select 127 enGB as your TARGET. If you are not sure about step 13, go into ur battle net account, and download the client, copy the download link and look at it, it will be more than obvious.
14)Ok, now that you have selected 134koKR, and the proper Target (your account's master server) Click on the relocalize button.
If you got an error because a language pack, is because you selected the wrong target.
<<Reverse Client Back To Normal>> 1) If you want to relocalize it back to KOR, now, the SOURCE will be what ever you TARGETED it the previous time. And Target 134KOkr. 2) Use the Clean Installation Button, and select KOR again (this whole step needed for installing future patches)
I'm getting the same problem as sLaaX and OptimusYale. So far I've tried deleting and reinstaling the relocalizer, running as admin, and I've tried both KR and TW servers. Here is a picture of what the folder looks like once it freezes if that helps + Show Spoiler +
hmm sry but i think there i a bug or anything i tried it 15 ! times now from engGB to koKr or engGB to zhTW and it just always stops at battle.net i started it as admin i cleaned up even bevore editing the mpq and just nothing works i reinstalled the game 9 times patched it 9 times tried it 15 times with every possibility even installing it to another direction doesnt work so sry but there is a problem
well, if u guys want I can try to help u over teamviewer... Also, I have noticed that, if you use PTR server, for some reason, the relocalizer won't work.
It needs some serious recoding. but the current busy life I been having won't allow that overnight, I need to spend a couple of full hours on it for recoding issues.
But yeah, if u guys want I can help on teamviewwer.
Hi, I'm having the same issues as sLaaX and OptimusYale. It stops completely when patching battlenet.
Source: enUS Target: zhCN
I've noticed that a little message sometimes pops up when I first run the Relocalizer. "Server is down for Maintenance." I know that the Chinese servers are running fine, and according to TL's server status thread, the US server is currently up and running too. I think there most be some sort of connection issue with the relocalizer and the battlenet servers.
You mentioned before about using Teamviewer to help work this out. I'd be more than happy to connect with you to sort this out.
ill be more than happy to help you over team viewer, the only error that will be major to solve at the moment, is the MPQ EDITOR STOP RESPONDING ERROR, other than that all other issues should be easy...
For teamviewer inquires, please AIM me or skype me, or even email me.
Ok, so do i actually have to have the Taiwanese client on my computer? cause with bigfoot i dont have to have it. Whats the motivation for using this instead of bigfoot.
This toll will let you use, for example, the NA client, in any server. or any client in any server. as long as you own an account at the designated server. rather than having 1 sc2 installation for each server...
Okay so I have a question: I play on the NA server. I want to continue to play on the NA server, but with Russian voices. Will this program do this? I tried to use it and I think it switched me to the EU server cause none of my NA accounts could log on. Am I doing something wrong or is this just not the program I am looking for?
From what I can tell, you're doing it wrong. You have to download the client with the voices that you want, and then chance that client to the region that you want.
Okay so after spending hours tinkering around with this, I still can't seem to find my solution. I have a taiwan sc2 account, and I want to re-localize my NA client to KR. When i re-localize from enUS to the taiwan language it works just fine. However i hate the chinese text and layout, and prefer the korean one instead. When i try to re-localize it to korean it tells me I don't have the appropriate language pack when I try to login. Does this mean I need to download the KR client instead? If so, will I still be able to login to the KR client with my taiwan acc since the ladders are both linked? Thanks in advance.

you cant play through kr client with tw account.. it has to be tw-tw kr-kr cant mix and match (ive tried)
I think most of the people have problems because they have to pick the source and the target.
Would it be possible to create a small config file when the program is run the first time and to save the original version and the current version?
This way a lot of complexity would be removed from the program and the "clean up" process would be able to recover to the original version. This would decrease the number of steps the user has to do.
If I can help in any way, please let me know Thank you for the app, It works fine for me.
I relocalized enGB -> ptBR, it worked fine. I just have a question, is it normal that some of the texts are in ptBR? I mean, most of the texts, and the voices are in english, but the lobby and a few unit descriptions in-game are in ptBR. Just wondering if that's normal or if there's a way to fix that.
Anyway, thanks a lot for the tool. I downloaded the client by torrent because Blizzard downloader crashed at ~10% everytime. The torrent turned out to be the european enGB client. At the time I didn't know about all these locale limitations, authorized language packs whatsoever. And actually, that's incredibly stupid by Blizzard.
Thanks again, it saved me and others a lot of time.
I have Korean client relocalized to NA client. It's all fine until I want to play in Korean server again and I put it back to Korean. Then the pop up sign in the korean client (regarding age requirement) thing is gone, and it says i need an authorized langague pack anyone help?
I got this to work and managed to access the NA client. I tried logging in with 2 accounts I got from friends, both working for them, and in both cases a screen popped up asking me if I wanted to upgrade the account or continue with the starter edition. So for some reason it thinks it's starter edition, how can I fix that?
I get an error that ladik's MPQ editor doesn't work anymore when I try relocalizing anyone has any ideas/suggestions as to what I could do? downloaded newest .net etc, so that ain't it I think
Hey! hi! I have a question... Im from Latin America. I bought a Digital NA copy of SC2. I tried several times download the full game client but for some reason it takes more than 20 hours to download it (that's cause my internet is slow...) and appears an error message. Anyway a friend gave me the EU game installer, so when I access the game it says that I have to upgrade the EU server. SO my question is.... with this tool, may I be able to....change something and finally play with my NA account on an EU intalled game???? Please! If someone can help me I'll be forever in gratitude :D

Yes, which version of the EU game are you using ?
Yuo need to know what version you have first, which will be the source, Then, target will be what you would like to play on
I want to switch my original EU client to work for SEA which gives an access to NA as well. But i dont find an SEA option in the interface of the relocalizer. Please help
Hi, im getting a minor problem, im in the US and using a TW account, but once i relocalize to Taiwan it works fine but many of the characters are missing and it gets really annoying, how can i solve this? thank you for creating thisprogram by the way
Hi, after 1.4.4 patch came out today I am unable to completely patch for the NA server. I get the following message:
The patch "bnet\Battle.net\i18n\enGB\String\CLIENT_GENERAL.xml" could not be applied. (MD5 mismatch: expected 0x62A8B4EE49C6A3A495BE847F8D6B300D, actual 0x0AE93E614DA1A9F47DCBE2B1AC7345E9.)(PTCApply_BSDiff failed.) If this problem persists, you may be able to solve it by uninstalling and then reinstalling the game. If you are unable to correct this problem, please contact Blizzard Technical Support. (BNUpdate:: PTCApply)
I tried to switch from NA->EU and vice versa, and the patch still won't install correctly. EU server works fine still since no patch yet. I notice in the error it says enGB but I'm trying to patch it for US, so I'm not sure if it is a problem with the relocalizer or what?
Err why would you link to a youtube video and just not explain it. Also, the title being french does not inspire confidence. Yep, it's spoken in french. Well, thanks for spamming that for youtube views.

I can understand people not being able to hear the difference between say Spanish and Portuguese or Occitan and French, but Spanish and French..?
That said, while a youtube video wasn't needed, it's actually quite clear what the person in the video is doing even though I can't understand Spanish, go to documents/variables.txt, edit all occurrances of enGB to enUS for instance, or enUS to enSG, and the streaming client should fix it itself, at least, that's what the video implies, thusfar it doesn't work for me just yet so I'm waiting for a fix on the relocalizer.

doesnt work, for some reason even the the "backup" folder i had with a clean sc2 that never touched a relocalizer doesn´t work either, should´ve expected it though..
"Please note: This software will not you let you use your NA account in the KOR server. It will let you use ANY client, at ANY server. Example, Korean client @ NA server." My English ins't too good so let me ask a question please. Whitout having a Korean copy of the game, can i play on the Korean server? And not just with starter edition, but with Ladder. I have an EU copy of the game if i get it right this allows me to play on the EU server with Korean sounds and texts? Or it also allows me to play on the KR server with KR language and texts or English Language and texts? So does this allow me to play on a different server or it only allows me to play with a different language? I have a full game copy on EU. Can i play on KR with this? I'm sorry for bad English TT
What this tool will allow you to do is to use your EU client (in your native language) to connect to and play on the Korean Server. You will still need a Korean Battle.Net Account for this though. Your EU account will be unusable on this server (except maybe starter features).

This means i can play on the Kr server with EU client(MY game copy), but only with starter edition right OR i can use my FULL game client on the KR server if i have an Bnet account there but... how can i make my game copy to be used on the KR server with whatever language? Language does not matter to me, i'd just like to try out kr ladder and practice there. (close GM in Eu) It lets me use my client SO i don't need to download the Korean version my clinet is a full version client. I can play in Kr server with the full game? I need a korean account to play on the Kr server tho... hmm but whitout a korean copy i can only play with starter edition right??? I almost understand but i can't :p Sorry for not understanding but my English is soo bad

To make it short and to answer your question:
1. It lets you use your client so you don't need to download the Korean version.
BUT
2. You will only be able to play with starter edition unless you have a Korean Account with Full version of game.
Seems like there's no longer an advantage to using this relocalizer given 1.5's switch to streaming the game files. Relocalizing is now a simpler process. so I'm gonna switch to R1CH's version.
