It's not a bug, just an unintentional sideeffect of people buying cheap hardware and/or have bad ventilation in their tower. A graphics card should not die from running at 100% all the time. That being said, I think blizz should change it so the menu has a maximum fps, but I wouldn't go as far as calling it a bug.

Guess not eh? An ingame menu shouldn't be hogging 100% GPU anyways, this seems like a blizzard oversight.

Only insofar as it's rendering unnecessary amounts of frames. It isn't Blizzards fault if you don't have a chassis properly set up to deal with fully using your card, which is something people have continually failed to grasp. They think there's a bug that eats cards alive, not that the PEBCAK.
This is different from the nvidia driver bug that improperly controlled fan speed back around SC2 beta, which did kill cards (and was entirely nvidia's fault).

The point is, this 100% GPU usage could be AVOIDED if blizzard issued a simple patch. It is a bug in that this is not intentional, and is caused by the game. Why would you want your GPU to work at 100% if it doesn't have to?

FYI
iirc, Starcraft II doesn't have a FPS limiter, and some cards have been overheating because in the early game, when not much is going on, the GPU tries to render thousands of frames per second. Then later in the game when more stuff is going on, its still trying to render thousands of frames.
Not sure if the patch went in to fix it yet, but there is a temporary solution. Read this article. Also note, if your card is already fried/partially fried this wont help you.

PS. I don't have posting privileges I guess! Could someone make a forum topic with this info?

It's been posted literally a thousand times already. I don't think it's necessary to post it more. And you'd think it's peoples own fault for not checking if their cooling is enough with stress-tests and likewise. A GPU should be able to run at 100% usage for a very long time before breaking down.
