First off, I'd wait a month or two longer and look for a few deals. LGA 1155 motherboard selection is still a little scarce. Usually newegg does CPU+motherboard combos, so you can save a little more money when those become available again and when there are more motherboard options. For gaming, you can step the CPU down to a i3-2100 ($120).
For the PSU, I'd get something more along the lines of $40-45. As mentioned, the Corsair CX430 is okay, and it's at $40 ($20 AMIR).
Alright, guess I'll wait, reask in a month or 2. edit- would also prefer an HDMI port on the monitor. Also don't have speakers, think I'll just get a decent quality pair of headphones instead.
Hey, so I built that computer you suggested. Works alright so far, but the main issue I'm having now is that it's really noisy. Like, there's the usual PC humming noise, but it's quite loud, and there's also a whirring noise.
Hey, looking to buy a gaming desktop (Pre built) for around $1,000 to $1,250 (Before shipping) It needs to be able to ship to APO and I am (Obviously) looking for the most bang for my buck. What can you guys find?
My current Resolution is 1440 x 900, I need to get the PC off the internet (Since I have an APO Address and don't live near anything American) and I do need an OS.
I also don't plan on overclocking anything since I am a computer retard and wouldn't even know how to do that it I wanted to. I hope this info helps, and thanks for everything guys!

What were the list of parts?
Things that can make a substantial amount of noise include the PSU (its fan), the GPU cooling solution, the CPU cooling solution, hard drives (both seek noise and vibrations), optical drives (same), case fans, etc. If it's whirring, it's probably one or more of the fans.

With a $1200 budget, I'd actually go buy a better monitor since this computer is good enough for high resolution gaming. Your video card might age faster than the rest of the computer because its not exactly high end right now but that's an easy to replace part.
I don't recommend replacing your video card right now. Its still good and you're not going to see a huge performance boost from any new video cards being released until AMD and nVidia start pumping out 28nm GPUs, which should happen late this year.
If you're looking for a good monitor, a solid option is the Dell U2311H. If you are a RACV (or the other Royal Auto clubs you find in other states) member you get something like 15% off any purchases from Dell and if you find yourself some nice coupons you can get a pretty sick monitor for not much more than the lesser TN monitors from PC Case Gear.
Its probably the Antec fans, the Tricools can be set at low-medium-high settings (the controls should be at the back?)...on high speed settings, those Tricools sound like ass. If you haven't already done so, try changing them to low.
Well, that's one thing, but there's also a sort of clicking/whirring noise, and the usual hum sounds like my old one did when it was really straining itself to process something.

I'm not an expert, but from what I understand the i5 2400 is fairly limited in terms of overclocking potential.
As mentioned above, you need a i5-2500k and a P67 motherboard if you want to overclock more than just the 400 MHz or whatever the limit was. You should probably go with a cheaper H67 motherboard or go for an i5-2500k, a P67 motherboard, and a decent aftermarket CPU cooler. If you're not doing anything to intense with the CPU all the time, I'd just forget about overclocking that system.
At those prices, the Hyper 212+ is probably the best for the price. It should be in a different class than any of the cheaper options listed on PCCaseGear.
That said, for just gaming, streaming, and some type of multitasking, I don't think you'll need to overclock an i5-2xxx to get the performance you want. The ability to overclock is arguably not worth the $120 in extra parts costs.
The parts list looks good though and you're still under budget with the i5-2500k setup, so I guess it all works out.

If you're looking to play mostly SC:BW/SC2, or if you don't want to run games like Crysis 2 on the highest settings, the GPU is absolutely fine. Samsung F3s are excellent as far as traditional HDDs go. If you want to stream/encode videos in 1080p, an SSD may be helpful because it can handle a larger data load, but not absolutely essential. The RAM you selected is perfectly fine as well.
I can also vouch for a Hyper 212+, I've had great results with that cooler.
