It just means the lower level players play each other for the chance to play vs the better players. While the better seeded players don't need to absolutely destroy someone who just isn't as skilled in the first round making it a more enjoyable experience at least for the first round. Better players don't waste their time destroying someone well under skilled while your best players get right into the competitive side.
