Maybe not all of their games historically, but surely at least some may have benefitted from a Europe West and a Europe East? Perhaps it’s SC having notable players from there forever altering my perception, and not reflective of the actual player population.

This program has caused an issue in 2v2, where bots simply run a queue script and block all the servers resulting in games after 4K MMR ( if the bots are loaded ) to not start at all.

does this still work? I am still getting games on brazil and its driving me mad

Even if the tool itself no longer works, the Windows-built-in "netsh" command still works, and the syntax looks unchanged. I think it's mostly a matter of finding the IP that you want to block, and insert that in the following command instead of 123.123.123.123:
netsh advfirewall firewall add rule name="ScBrazil" Dir=Out Action=Block RemoteIP=123.123.123.123

Tutorial;
How to setup the great emu wall:
1. Open 'Windows Defender Firewall'.
2. Click on 'Advanced Settings'.
3. Right-click 'Outbound Rules' -> Create new rule.
For the rule you have just created:
-Set the rule type to custom.
-Set the program path to your sc2 executable (try setting it to C:\Program Files (x86)\StarCraft II\Versions\<Latest Base Version>\ ).
-Set Protocol type to Any
-Under scope, add the following REMOTE IP addresses:
103.4.0.0 to 103.4.255.255,
52.67.0.0 to 52.67.255.255,
13.0.0.0 to 13.255.255.255 and 52.180.0.0 to 52.255.255.255
-Set 'Action' to 'Block the connection'.
4. Under 'Inbound Rules', delete all of the SC2 entries (this may not be necessary).
5. Start SC2, but do not click "Allow this program through windows firewall". If you accidentally allow it through,
go back to the previous step and delete the entries again.

This software violates the terms of service, and I have no understanding of why TL.net condones such behavior on their website.
Also, SC-Shield, you never took into account that people would start using this software to sabotage high-level queues by server blocking every server available on the server.
When the player-base starts to shrink at a high level the player pool dwindles, resulting in queueing into the same player over and over and over, and people are using this to prevent matches from starting on ALL servers these days.

I've updated app.

The new version has "Servers" folder where you can edit INI files to add/remove IP addresses manually so you don't have to wait for a new version. However, if you have any other suggestions, please write here or send a PM.
I've added some of IPs you have mentioned here and in another thread. I've skipped LaughNgamezSOOP's IPs for now as they seem a lot to block. Not sure if it's a good idea to block that many, but I can update if someone else confirms these findings.

Edit: I made additional changes to app to add/remove IPs from UI.
