Im saying, this is a gray area to simply ban someone for that
What if XY's opponents were teamless....and they just quit when they faced him, XY should not get wins from that?

like in D3 or PoE race, lots of players gave free moneys and stuff to popular streamers so the streamers would have a headstart and win faster than other players

That writing style is making my head hurt. IF a substantial amount of wins comes from disconnects from his teammates both/all of them should be disqualified, simple as that, theres no argument that that wouldn't be cheating. If its only 1 or 2 games that happens to everyone, but 5+ games against the same opponent cant be a coincident.

Throwing a game to benefit a teammate..? I say the the team should be punished - if only to discourage other teams from doing a similar stunt. To be fair, perhaps it needs to be written and spelled out, a warning for XY, a DQ for his teammate in the meantime?

Or those games shouldn't count and if he is under 200, he doesn't get to play.
Really if the words "team mate" and "free win" come into play, tr games should never count. And the players should be warned that doing that could get them DQ. Though I am of the opinion that they should know that already.
