As for white specifically, I can only speak for Sweden, where generally the only time you wear a white tie is for funerals (Along with a white shirt and black suit), and only then if you're a husband/son/grandson/brother/father/grandfather (The line is fluid; can include nephews/uncles, husbands of daughters/sisters etc) of the deceased. Others wear black ties.
In more general terms, I personally don't like the shirt being darker than the tie, which is obviously always going to be the case with a white tie with anything other than a white shirt (Which for me is strictly associated with funerals). At least, I don't like it with a suit. Don't know if this is any actual "rule" of fashion or anything, but I avoid it.
