There are currently 8 ineligible accounts in the Top 24 so yes, you'd currently need to be Top 24 to qualify. This assumes that as of the time of writing, Yiptastic is eligible and I can't find information about him.

Oh it does. Take my word for it it sucks to win 4-5 games in a row at 8 points apiece then lose 1 game and lose 20 points. xD
