I don't know if these are Korean or Western ages. It's also possible that an adult say over 18 paying a 13 year old to have sex is illegal.

In general my understanding of Korea is that it is very conservative regarding sex, and the average age of intercourse is probably higher than in western countries. For instance Korea has relatively high ages of consent for marriage, 20 for males and 18 for females. Also many Koreans believe the age of consent is at least 18.
