No, it means DH is not sending it out fast enough, and if they want happy viewers/customers, they need to fix that.

We don't have ID cards here. They tried to bring them in as a mandatory thing a few years ago, but the new government scrapped them after massive public outcry.
Edit: even the ones that were issued have ceased to be valid from January 2011.

If some viewers don't have problems with stream -> DH is sending fast enough, good enough. If most viewers don't have problems with stream, the 3rd party company actually doing the streaming is doing it good enough. Unfortunately, for most people, the problems lie with their ISP's routing policies, how they connect to other networks/backbones. That's where the problem is, no matter if you got 1/1 or 1000/1000. Or it could be worse, it could be your home setup.
What most of you fail to realize is that outside of your own ISP's network you have no guarantees about speed. Your 100/100 can give 10mbps download speed without any problems simply because of how it's routed. Or for a different example, say your ISP has 10000 customers with 100/100, what do you think happens when all of them want to download something from outside the ISP's network (assuming it's a nice ISP and their own infrastructure can actually support 10000 people pumping 100mbps in/out each). You do realize maths says the ISP needs 1tbps connection to the outside? That's around 1000000000000bps.
So before you yell at DH think about the fact that you don't even have 100/100 with the outside of your ISP and it can get a lot worse depending on what you're connecting to, what other networks you use to get there and all the QoS and routing policies.
If some people have a good stream then sorry, blame your ISP, call them, yell at them to work shit out with the other end of the stream (which most likely isn't DH and most likely isn't JTV either).
Speculation here, but seems common sense and that's how I'd do it:
DH------>DHISP------->(3rd party streaming server rented by streaming site that DH uses - not exclusively, some bandwidth/usage rights)------>(3rd party streaming cloud/black-box network)----->(3rd party streaming server chosen as the best option for you)----->YOURISP------>YOU
The actual streaming site is just a UI used on DH (streaming software like xsplit) and on YOU (browser player).
If problems would be on DH side - everyone gets crappy stream. If problems are at 3rd party, everyone or some - depending on which server the player thinks is best and where in the chain the problems are - will have issues. Low chance, from what I heard the companies doing this are extremely good. Most likely problems are between chosen server and you or, if too many are sent to one server, out bandwidth of that server so a semi localized problem.

Thats not actualy true, while UK is not part of Schangen they have some sort of special relationship with Shangen meaning that You can enter UK with only your ID (inside Shangen your documents are not even checked most of the time. You can drive trough border without even noticing it. And while i am not UK citizen, i doubt they will make more problems for their citizens than they do did to me.
Unless of course UK changed some things pretty recently.

You realize that Dreamhack has a 120 gigabit connection at their venue? Their routers are _insane_ as well. If you are having problems, then its either on your end, or because you have a bad connection to the nearest Twitch-TV server
The fact that other people are having no problems at all, completely rules out your postulate that this is on Dreamhacks end. If it was on Dreamhacks end, everyone would have problems.. I cannot fathom why you can't understand this...
