I got a replay from the .tw support, I explained the problem to them and how to fix it and this was their reply (translated)

First of all thank you for your "intellectual fendi" support and love, on your question, the current account can not help the game to your Battle.net account which, if not created (stored value) in Taiwan Ⅱ Starcraft game account , you can use a new e-mail, create a new Battle.net account in Taiwan, then Taiwan, founded Starcraft ⅱ game account, in principle, re-create your Battle.net account, you can in some areas Registration can be selected in Taiwan.
If you have other questions, please using the "Contact Customer Support" single-issue] [Customer Support return to ask, thank you!
I'm not sure what that means so if anyone can figure it out let me know

You can test it yourself.
Open up your start menu and type "CMD" in the run box.
Then in the command window type: tracert kr.logon.battle.net
Then wait for everything to finish (it should do like 30 passes testing connection). Afterwards do the same with US tracert us.battle.net
Then you cna literally see the ping for yourself.

you can also go to speedtest.net and select seoul, south korea as your server. im on the east coast of the US and mine is about 180-220ms

Hey Za7oX can you please explain the step where you go back to main account and click "starcraft 2 wings of liberty" because I do not see that part?
I am having the same problem as the poster you replied to. My "continue" button is greyed out...

For some reason its giving me the world of warcraft play for free starter edition when i clicked it, i made sure that it was doing it by doing the same for EU, when i clicked sc2 starter it gave me a EU wow starter edition

i tried logging into my brothers account to see if i could get the free to play thing working, it gave me another world of warcraft starter edition instead of the sc2 one.

i tried with the relocalizer, but when i go on the log in page (TW client) it says : "this account is not including a starcraft II copy or it has expired the game time. Click on add or buy game to add time or buy a game." so i can't even create the starter edition

My main account page doesn't list any SC2 wings of libertys. Just WoW starter edition. Please help?

I already have a relocalizer so i didn't need to download the client. After i made my starter account i logged in to SC2 with it first then went back my bnet account and upgraded my starter edition to the full game.
I'm not sure if you will need to log into SC2 with your starter account first. As long as after you make the play for free account and you see the TW SC2 account/client among all your other regions it should work http://imageshack.us/photo/my-images/850/twstep2.png/

i don't see anything like that, because i receive a error when i try to log in in the relocalized zhTW client. So, the starter edition does not create  help!
