How to mute players In-Game
I actually had to look this up, apparently it is a recently added feature to sc2.
To mute a player you've never encountered before, while in your first match with them ever, you do the following:
1. Press F11

Post-Game
And if people contact you in battlenet after the game you can just right click on their profile pic (and click on more options) in the game summary screen, which can always be re-located by going to your game history and clicking on the match.
