I think that hits it more or less.
Americans seem to either "just dress" (see MLG streams which really show what people mean by "horrible"... hoodies, 3/4 pants...ugh...) or then "dress really good". The "in between" seems often to be missing ^^ (from what i have seen at least).
But well, it varies between countries/cultures widely. I would love for swiss women to dress like french ones, but it's never gonna happen :/.
