I agree with what you said. However, I feel that it is not the best way to quantify contribution to Teamliquid. Take, as an example, the person who created the file which can "reconnect" to the game via replay. He had one post. I did not check the date his joined TL, but it is likely that he knew TL for a while. His contribution to the scene is enormous (to the point that blizz took the idea and implemented it in HotS i believe). From the current rule, he cannot have a chance to win.

On the contrary, people like Fuzzy and Snute, who both have less than 300 posts, as well as the person you're talking about, most likely get invites from Blizzard themselves, a long time before most people get their beta giveaways. If Blizzard is indeed using Take's ideas, then I'm pretty sure they're giving him compensation. I'm also saying this because there's a lot of people who have only joined in a year or 6 months or whatever who are also complaining, even though they only post around once a week. And anybody can say "I've visited TL from the beginning, I just never made an account!!!!" And we have no proof to validate that point either.

We are not funded by any governments. This means we run the site the way we see fit. We are not obligated to observe anyone's notions of "free speech" or even "fairness."
If people feel this just encourages posters to spam, then by all means go ahead and make 500 quality posts, instead of spending a couple to be bitter in this thread and then continue not posting.

I doubt that blizzard goes to TL to ban ppl for that. (If they ban ppl for that at all) Even if he uses the same account name as on battle net it doesn't proof that he is the same person.
