Professional sports help keep a lot of people sane during lockdown, that is why elite sports are run right now, not because they are rich enough to afford tests, its because governments and everyone knows that watching football every weekend helps keep people sane during lockdowns when you are allowed out to work only.
What is happening here is daft, there is a reason why other authorities are letting people who are negative in testing fly in and out of countries. The Same way there is a tennis tournament about to go on in Australia featuring people around the world.
The idea is not the rich get to benefit, it is the idea that football keeps the worlds chin up as an English saying, no one in sport is going to be at that much of a risk to spreading these "variants" of Covid around when they are tested 24-7. Couple of Variants are the reason the German government are worried right now, but there is documented a good 4,000 different variants of Covid in play right now.

50+1 just means that the club needs to own 50% plus 1 voting share of the company you can outsource your team into.
By dismantling a lower league team and then starting a new club in place and soft locking new memberships they basically circumvented the rules.
